Virginia driver's license & registration guide for new residents
New Virginia residents have 60-days to transfer an out-of-state license and 30 to register a vehicle. Here's how, the costs, and required forms.

❗️Quick Info: After moving to Virginia, ensure you obtain your Virginia driver’s license within 60 days and register your vehicle within a 30-day window.

Welcome to the Old Dominion State, steeped in American history and blessed with diverse landscapes, from the majestic Blue Ridge Mountains to the shimmering Atlantic coastlines. To quickly integrate and feel a part of the Virginia community, it’s essential to familiarize yourself with the state’s driving and vehicle registration protocols. Here’s a breakdown to guide you through the process.

Process for Obtaining a License in Virginia

  • Start From Home: Complete your driver’s license application online.
  • Visit a License Office: Within 60 days of becoming a Virginia resident, Schedule an appointment to visit your nearest Driver’s License office.
  • Documentation: Ensure you have your valid out-of-state driver’s license (to be surrendered), proof of identity, proof of legal presence, social security card, two proofs of Virginia residency, and the applicable fee. Acceptable documents guide.
  • Eye Examination: All new applicants, irrespective of the expiration status of their out-of-state license, must undergo an eye examination. If your license is expired, you may be required to complete a two-part knowledge exam or a road skills test.
  • Cost: A Virginia driver’s license costs $4 for each year it’s valid, with a minimum charge of $20.

Vehicle Registration in Virginia

  • Complete a Safety Inspection: All Virginia vehicles must proudly display their inspection sticker or face ticketing. Find a safety inspection station to clear your first hurdle.
  • Emissions Inspection: Emissions testing is mandatory for vehicles residing in Arlington, Fairfax, Loudoun, Prince William, or Stafford counties or in the cities of Alexandria, Fairfax, Falls Church, Manassas, or Manassas Park. You can complete emissions testing at a RAPIDPASS location or a certified emissions inspection station. Some exemptions may apply.
  • Visit the DMV: Within the first 30 days, head to the DMV with the Certificate of Title and Registration VSA 17A, proof of address, proof of identity, the vehicle’s inspection certificate, your out-of-state title or registration card, evidence of insurance, or opt to pay the $500 uninsured motorist fee, and your registration fee.
  • Cost: The base fee for registering a passenger car varies between $30.75 – $35.75, depending on the vehicle’s weight. Virginia has a Sales and Use Tax of 4.15%, but new registrations are exempt when transferring the vehicle’s valid registration from another state.
