Process for Obtaining a License in Massachusetts

  1. License Decision: First, decide between the REAL ID driver’s license (federally compliant) or the Standard Massachusetts driver’s license (non-federal).
  2. Online Beginnings: Start the process from the comfort of your home by initiating your application online.
  3. RMV Visit: Schedule a reservation at your nearest RMV Service Center — reservations are mandatory. Be sure to bring your out-of-state driver’s license (or acceptable identification and a certified copy of your driving record if you don’t have it) and the filled-out application.
  4. Young Driver’s Note: If you’re under 18, either convert your driver’s education certificate or complete the driver’s education in Massachusetts.
  5. Fees: The cost to convert a non-commercial driver’s license is $140 for five years.

Vehicle Registration in Massachusetts

  1. Back to the RMV: Find your local RMV and schedule an appointment.
  2. Title and Fees: Bring along your vehicle title and be prepared to cover the associated registration fees.
  3. Emissions & Safety Alert: Remember, emissions and safety testing are required when registering or renewing a vehicle’s registration in Massachusetts. You have 7 days from registration to pass the yearly inspection and pay the $35 inspection fee. Locate an inspection facility.

Massachusetts Excise Tax

Annually, The RMV generates an excise tax bill for all active Massachusetts vehicle registrations. The bill is payed to the jurisdiction you reside in within 30 days. The rate is $25 per $1,000 of the vehicle’s value. The vehicle’s value is based on the original MSRP and reduced by:

  • The year before the designated year of manufacture: 50%
  • Year of manufacture: 90%

  • Fifth year and onwards: 10%
